The link here is to a very old copy of a w3c i18n article at http://www.i18nguy.com/temp/rtl.html rather than the authoritative and updated version which can be found at https://www.w3.org/International/questions/qa-scripts.

The conclusion remains the same, but please try to use the W3C articles where possible.
