I may rescind this issue. I need to just check that the Ruby 
Annotation model is capable of supporting all use cases that the HTML5
 model supports.  (Also note that the question of the content model is
 separate from that of the markup model, ie. where one can put rbs and
 rts, rather than how one markups them up.)
