I think ICU and CLDR are not reliable sources for character usage if they report such widely used characters not used in Arabic. The Arabic percent sign for example is the only percent sign used in Egypt, the same about all math operators reported not used, Arabic keyboard layouts even has × and ÷. Arabic is used in many countries compared to Persian and there is no single official source, not to mention regional difference which can vary greatly.
