Re: [alreq] Transliterations

I checked [ALA-LC’s Persian 
transliteration](http://www.loc.gov/catdir/cpso/romanization/persian.pdf)
 method. It seems reasonable a lot of times, but some of its rules, 
specially with vowels, seems a bit strange for me, like using “i” and 
“u” where I expected “e” and “o”. I found UN 2012 (documented 
[here](http://www.eki.ee/wgrs/rom1_fa.pdf) and 
[here](http://unstats.un.org/unsd/geoinfo/UNGEGN/docs/20th-gegn-docs/20th_gegn_WP41.pdf))
 a bit more familiar.
