Arabic/Persian gap analysis

hi Shervin,

(For others.. I took an action during the last alreq telecon to send
Shervin a draft page that he could use to write up a gap analysis report
for Arabic and Persian languages. This would help us focus on things
that need requirements developed, so that we can fix them, and will also
help us communicate with others an overall picture of how well the
Arabic script is supported for those languages on the Web, eg. using
something like
http://w3c.github.io/i18n-discuss/notes/language-matrix.html.)

Shervin, i'm attaching a draft you can build on. I only added very
minimal information so far in a few areas. Feel free to expand on that
as well as add anything else.

You should only need to change two things:

1. for each section with a className of 'topic', change or add a second
class name as described at the top of the page to indicate status.

2. add text in the section with className 'details' to describe the
issues/status/etc. Use p tags or whatever markup is useful.

Of course, ping me if you have any questions.

cheers,
ri
