Maybe you are aware of the Linked Data API [1] which specifies a way to request
a filter a collection/list [2] and specialized views of a resource [3].
 
The last example in your post might look something like this:
 
/users/4000?profilePicture.size=50&_properties=id,name,isViewerFriend,profilePicture.uri,profilePicture.width,profilePicture.height
