This distinction between Action and Operation makes sense. Regarding target, I was first thinking about a hidden artifact. Something the a client library produces when applying the ApiDocumentation to a representation. Mostly to simplify processing down the line. I think that the other use of target is what Jay Zawar [asked about in his email](https://lists.w3.org/Archives/Public/public-hydra/2016Dec/0013.html).
