[httpslocal/usecases] Re-format RelevantIETFDocuments into Markdown (#24)

This PR adds Markdown version of RelevantIETFDocuments.

@yoneyajp You can still edit the original RelevantIETFDocument and submit a new PR. When you do, I'll sync this Markdown version with it. Of course, you can also update the Markdown version directly.
