[httpslocal/usecases] Network based API (#18)

I would like to add NetworkBasedAPI.md which summarizes how HTTPS in local network can mitigate the security risk on Network based API.  I also want to add the link to NetworkBasedAPI.md in the corresponding use case, i.e. UC-04 of UseCase.md.
