Ian Hickson (via email oh-so-long-ago) requested that we have a "new" state for issues so it was easy to determine which issues the editors had taken the time to consider vs. ones that have not been "opened". Dom, part of the Tracker development team, had a similar request from another working group so we've now got a "Raised" state in the Issue Tracker. I suspect there are several issues that should revert to Raised...
