RE: Test Submission (foreign content)

The test is making sure that the html is fixed up upon being parsed.  The html should be fixed up so that the svg element should be appended to the body element.  If I add a title it'll mess up the test, since it's testing to see what occurs when no head or body element exists.  I could add a meta tag at the end of the page to describe what this test is testing and why the head/title and body elements are missing.

Anne does this sound reasonable?
