テーブルのマークアップでテーブルの説明情報を入れる場合の方法例5について

こんにちは、一條です。

HTML5の仕様書でtable要素の解説中に、構造や意味の理解が難しいテーブルに関して説明情報を入れる場合の
マークアップ方法が提示されています。

そのうちの5番目に

というマークアップがあるのですが、
figcaptionを使ったマークアップ部分に質問があります。

・　figcaptionのコンテンツ・モデルはフレージング・コンテンツ
・　pはフロー・コンテンツのカテゴリにカテゴライズされているのみ

なので、figcaptionの中には入れられないと思ったのですが、
考え方が間違っていますでしょうか。
