This goes without saying, if a longdesc describes a static element (image
etc.), it needs a tabstop to be discovered. Although that need is already
inherently fulfilled with active images - static images or related elements
where this attribute is applicable should not get ignored. Regardless, the
attribute instruct the user agent to put a tabstop.
