More than 2 years ago, Hixie marked the upstream bug at NEEDSINFO and said, "In
the absence of concrete feedback from implementors, this is likely going
nowhere. I've added it to the list of things awaiting implementor buy-in"
So I'm doing the same thing here and suggest we leave it at NEEDSINFO
unless/until somebody wants to take over ownership for it and re-open it and
assign it to themselves to work on actively.
