implements the text agreed upon [1] at the f2f.

Mark will file GitHub issues to address items #2 and #3 from his third slide
[2].

GitHub issue 49 [3] tracks updating the existing text to reference the new
Privileged Contexts definition, which replaces the powerful features algorithm
currently referenced.
