For reasons stated in http://lists.w3.org/Archives/Public/www-tag/2014Oct/0086.html , I think the TAG's wishes to change this state of affairs is harmful folly until the codecs, robustness solutions and key acquisition mechanisms that DRM-using services require are all royalty-free.
