It seems that either approach could work.  I prefer the WaitingFor option
because it seems more direct and intuitive than using promises to reflect
state.  

Perhaps the issue of extending an already in use waiting event might be a
decisive factor.  For me, extending the existing event is a positive.  Do
others believe it will present problems during EME adoption?
