In section 2.8 ... We should explain the way that aria-labelledby reports to
the accessible api and the way aria-describedby does, making the distinction
between the accDescription and accName... particularly in form fields where
there is extra instructions besides the label..... understanding that
aria-labelledby will override the html label element for the accName spot in
the API... and giving an example of aria describedby...how it provides extra
information via the accDescription
