hgroup has been made obsolete in HTML, it is listed in the obsolete section
http://www.w3.org/html/wg/drafts/html/master/obsolete.html#obsolete

The attributes you have listed have recently been added to the whatwg spec, the
html wg has not yet decided whether to add them to html 5.1 (if there are no
objections form the working group - they will be added soon - we do weekly
updates)
