Are these relevant to EME? Is anyone realistically going to deploy these with
EME?

Is Fairplay going to become a DRM scheme that service operators other than
Apple can deploy on the server side? In other words, will it be usable in a way
that makes it useful to have aspects related to its behavior be part of a
standard?

That's an interesting way of putting it. Are there any known EME
implementations other than (presumably) Apple's that aren't CENC-based in the
MP4 case?
