(2) It was proposed that, as a condition of registration, if a CDM is implemented using an independently distributed component then the APIs for that component must be published, so that everyone using that component can do so in an interoperable way. (3) It was proposed that, as a condition of registration, if a CDM is implemented using platform APIs then those APIs must be public and publicly available.
