U+FFF9 and U+FFFB are meant for internal use, as I understand it.
U+FFFC is the obvious choice but renders as a weird glyph.

I dunno. Invisible characters are rather confusing to users and cause all kinds
of weird problems. What problem are we really trying to solve here?
