For more details, see this document: http://dev.w3.org/html5/decision-policy/decision-policy.html Status: later Change Description: no spec change Rationale: after reading through the comments it appears there are 2 possible methods to for this to be progressed by the person who raised the bug (or any other interested party) 1. develop an extension spec for a new element <footnote> for example. For information on how to do so refer to: http://www.w3.org/html/wg/wiki/ExtensionHowTo 2.
