I'm thinking Web Components will probably end up being the solution here. The
more I look at the use cases in comment 0 and comment 2, as well as the widget
mentioned in comment 9, the more I think this is really asking for a custom
presentation for what superficially looks like a textbox control. On the Web,
the G+ circle picker UI ("+ Add names, circles, or email addresses") is a good
example of what we're talking about here: a control with a drop-down menu
listing labels, which when selected display in a fancy way and get submitted as
machine-readable values rather than as the labels.
