Status: Accepted

Change Description: Looks like Steve's changes in master have already been
folded into the CR branch as part of Robin's merging and cleanup efforts in
preparation for the upcoming heartbeat draft.

Rationale: 
Although the title of this bug indicates it was originally intended for HTML
5.1 draft, it was later determined by the HTML editors that the fix should also
apply to the HTML5 CR draft.
