"Well-formedness"  and "validation" are different things.

 The HTML spec is huge and is being changed all the time. It seems implausible
that any translation could keep up. On the other hand, out of date translations
would be actively harmful. Therefore, it doesn't seem to make sense to make the
language more cumbersome to cater for translations.
