During today's telco [1], Adrian asked if "it is recommended" has the force of SHOULD per RFC2119. I failed to note in my response that I propose this "recommendation" to be placed in a Note, which makes it non-normative language. As such, I attempted to avoid use of a normative keyword. My intention in drafting it as such was that this be a "non-normative recommendation" rather than a "normative recommendation". However, I would not object to it being elevated to the latter.
