(2) Non-Open Key Systems Registration of key systems not accompanied by references to public specifications or references to public specifications/information that were deemed inadequate to obtain open implementations, where a labeling as "Non-Open" is not intended to prejudice the deployment or use of such systems. However, even such a division, if implemented, would require defining some process for determining sufficiency to be labeled Open. This could be as simple as saying that the registrant makes the determination (and claim) either way, which would abrogate the registrar from having to make a determination, and consequently deal with possible dispute and appeal processes.
