Note the statement: "All HTML elements may have the accesskey content attribute
set. The accesskey attribute's value is used by the user agent as a guide for
creating a keyboard shortcut that activates or focuses the element."
Based on this statement, it seems like an html header may have an access key
attribute set on it. If that is possible, can there be an example included in
the spec?
