[Bug 16578] Characters appended to temporary buffer are not specified to be lower-cased. But comparisons against this buffer seem to be expecting this. Example: "8.2.4.28 Script data double escape start state" -> "U+003E GREATER-THAN SIGN (>)" "If the temporary buff from bugzilla@jessica.w3.org on 2012-03-30 (public-html-bugzilla@w3.org from March 2012)

They are lowercased, see "Script data escaped end tag name state".
