Replace what the spec now says,
]] If @value is detected, it must override and be processed according to the
rules for @content. [[
with a clearer wording, such as this one:
]] If @value is detected, it must override _@content_ and _must_ be processed
according to the rules for @content.[[
Currently, it sounds as if "@value must override the rules for @content", which
is on the head for various reasons.
