[Bug 17115] The first example of the menu element is about how to markup a menubar in HTML. For the markup a menu in the toolbar state was used. However, the section about native ARIA semantics describes that it's not possible to change the semantics of a menu in the from bugzilla@jessica.w3.org on 2012-06-20 (public-html-bugzilla@w3.org from June 2012)
