Rationale: No new information since comment 37.

(I disagree with comment 11 because <base> elements are most often added by
automated processes long after the page has been authored and validated, so
validator warnings when you add <base> wouldn't help. I disagree with comment
41 because action="" meaning something different than href="" is just vastly
too confusing, IMHO.)
