I think the quote is clear: It is allowed. However the context - that it is said in front of the second table only, is confusing. Btw, beneath the second table, the spec repeats that presentation is allowed, also on 'strong naitve semantic' elements. Quote: 'The entry "no role", when used as a strong native semantic, means that no role other than presentation can be used.'
