The server knows how long the video had already been running, so it can fill it
in. It does require a server component to keep track of how long the video has
been streaming, but that information is typically available to the server, in
particular when the server is recording the stream at the same time like
ustream and livestream do. For example, this ustream video starts at 15:45
http://www.ustream.tv/recorded/18146941/highlight/212855 rather than 0.
