I think it makes sense to make the proposed spec change.

My own experience is that users assume that input fields on an en-US behaviors.
In particular, non-technical users may not be able to tell which widgets come
from the UA and which ones come from the site, so it's surprising if some parts
of the page have behaviors that don't make sense in the context of the site.
