How can it break internet sites, when the majority of deployed browsers don't
send this name/value pair?

I can see how it might break browser-specific intranet sites that rely on the
other behavior in specific browsers.  But I'm not sure we shoud worry any more
about those than we worry about IE6-only intranet sites.
