There is however ongoing interest in this area. The Device API Working is looking at providing access to local devices: http://www.w3.org/2009/dap/ You browse their documents from that page. The RTC Working Group will be looking at enabling real communications: http://www.w3.org/2010/12/webrtc-charter.html The IETF will be looking at the protocol part of the problem. Discussion for them are this upcoming week, in Prague. There has been exploratory work in both areas. The WHATWG html spec has contained a proposal for devices (and may still) and, more recently, as done some video conferencing extension.
