I ended up moving away from <device> as a generic mechanism, because I couldn't
work out how to make it work. If you have any concrete proposals, please don't
hesitate to reopen the bug and post them here (or on one of the lists). See

For scanners in particular, <input type=file accept="image/*"> is probably a
better solution.
