Change Description: see diff given below
Rationale: More browsers are planning on implementing the proposal than the
spec, so the spec must be changed.

Please review this diff very carefully, as it is a pretty major and risky
change to very subtle requirements. I will try to prioritise fixing any new
problems this change introduces.
