a) Not sure this is a good idea; see

for more thoughts on this.
b) Independently from that: the URI scheme registration doesn't allow reserving
a prefix right now. If you really really think this is a good idea, you should
engage with the IETF URI/IRI community (which happens to have a open WG that
currently revises the registration document). In the absence of a change in the
registry, I'd expect this to be labelled "willful violation of RFC 4395".
