Is there any documentation on which sites this behaviour breaks? Which browsers had which behaviour? I'd like to study this further. Note that HTML4 required the same thing (albeit in its usual vague manner). If browsers didn't do what the spec says here, they weren't doing what HTML4 requested. If sites depend on such broken behaviour, that's really their fault for not following the specs either.
