I don't see the need for this - What is the use case that requires adding
another (secondary?) pause state? It looks like the current spec text at
http://dev.w3.org/html5/spec/Overview.html#playing-the-media-resource will
allow the user and the author to control the content with the (single) pause
mechanism.

The author can infer "paused for user interaction" when the cue exit event
fires.
