Use attribute name 'localize' rather than 'translate'?
'translate', the transitive verb, is asymmetric with respect to the source and
target documents -- it only applies properly to the source version. What should
the value of this attribute be in the translated versions?
Perhaps this should be more accurately 'localize', which would make sense both
in the source and target documents. This would also allow it to remain 'yes'
once the document is converted, without implying that the target document
elements should be translated again. It could be argued that 'localize' is
imperative and means it should be localized again, but at least it is neutral
with respect to direction -- that is, localize this element in the document,
irrespective of the document's particular language.
