FWIW, in my spec I wound up going with floated buttons that expand to position:
absolute divs so they don't disrupt the content when you click.  It turned out
lots of my comments were multi-paragraph, so making them inline didn't work
well.  So I could potentially use <details> as it stands (although right now
I'm just using divs and JavaScript).  So I guess I don't personally care much
about this now.
