Fieldsets and optgroups can be disabled but don't have :enabled and :disabled
applying to them according to the specifications.
All UAs (tested with Webkit, Presto and Gecko, didn't try Trident) support
:enabled and :disabled on these elements if the disabled attribute is
supported.
