[Bug 10458] legacy-color: should do the empty string check after whitespace trimming

No. IE doesn't do any whitespace trimming at all.

Change Description: no spec change
Rationale: The current spec seems to be closer to what is needed for compat.
More data on what actual pages depend on would be useful if this resolution is
incorrect.
