I look forward to the proposed text, because I don't really understand why this
would be something the HTML spec would have to define. Fragment identifiers are
defined on a per-MIME-type basis, so if you want e.g. image/png resources to
have media fragment URLs, the solution is to update the image/png registration
to define the fragment identifier part accordingly, while in parallel getting
browsers to implement it. The HTML spec seems orthogonal.
