Change Description: no spec change
Rationale: It depends on what the algorithm that invokes the parsing algorithm
says to do when the parser returns an error.

Please don't confuse author conformance criteria ("must have values that are
valid non-negative integers") with anything to do with user agent conformance
criteria. They are separate.
