[Bug 10352] The range of unsigned long should be [0, 2147483647], since no browser allows setting to values outside that range

Checked in as WHATWG revision r5494.
Check-in comment: unsigned long range - extend fix in r5472 to cover also those
unsigned long attributes limited to non-zero values.
